Health Research Group
Terms of Reference
In the context of the 2001 health research strategy ‘Making Knowledge Work for Health’ and the publication of the Advisory Science Council’s report entitled ‘Towards Better Health – Achieving a Step Change in Health Research in Ireland’ (November 2006) by the Minister For Health and Children, Mary Harney T.D. and the Minister for Enterprise, Trade and Employment, Micheál Martin T.D., a Health Research Group was established under the auspices of the IDC.
The Group is chaired by the Department of Health and Children at Assistant Secretary level and Department of Enterprise Trade and Employment is Deputy Chair of the group.
The functions of the Group are as follows:
1. To advise the IDC on the formulation and implementation of a comprehensive health research strategy which will include:
a. identification of strategic research priorities
b. identification of resource requirements and proposals for the development of an appropriate research investment strategy, setting out governance arrangements and investment required in key infrastructure, human resources and support systems to facilitate delivery of the strategic national priorities identified at (a) above.
c. identification of the specific areas of translational research where Ireland can develop a leading position and the actions required to differentiate Ireland as a location of choice for translational research
d. an outline of priority research needs in population health and health services research
e. any other appropriate matter which may be referred to it by the IDC
f. a proposed timeframe for the implementation of the strategy
g. ensuring coherence in the delivery of the above among relevant Government Departments and agencies.
2. To work closely with appropriate enterprise development agencies and key stakeholders in the health sector in the formulation of its proposals
3. To facilitate a coherent cross-departmental and cross-agency approach on issues relating to health research.
