Working Group to advance Action 19 of the National Drugs Strategy
Terms of Reference
In June 2004, at the request of the Garda Síochána, the Department of Health and Children established a Group to advance Action 19 of the National Drugs Strategy 2001-2008 which states:
“Incidences of early use of alcohol or drugs by young people coming to Garda attention to be followed up by the Community Police and/or health and social services, in order that problem drug misuse may be diagnosed/halted early on through appropriate intervention”.
From the outset, the Group was conscious that the Action was a very specific one, in that it sought
- first to identify where a relatively common activity amongst young people, namely the consumption of alcohol and to a lesser extent drugs, was likely to lead to later problematic drug misuse, and
- second to halt that later problematic drug misuse early on through appropriate follow-up and intervention where the early use of alcohol or drugs had come to Garda attention.
A draft report prepared by the Group is under consideration by the Garda Síochána.
