Appointment of Members to the National Haemophilia Council
In accordance with the Government's decision to widen the opportunity for board membership of State Bodies, the Minister for Health, Dr James Reilly TD, invites expressions of interest from suitably qualified and experienced persons interested in being appointed as Members of the National Haemophilia Council. Council members are appointed in a non-executive capacity. Expressions of interest are sought for the position of two members of the Council who are members of a registered profession with an interest in haemophilia.
National Haemophilia Council
Background Information
The National Haemophilia Council was set up under SI No. 451 of 2004 following the Report of the Tribunal of Inquiry into the infection with HIV and Hepatitis C of Persons with Haemophilia and Related Matters (the Lindsay Report).
The Lindsay Report recommended that “A Co-ordinating Committee in regard to the treatment and care of persons with haemophilia should be established with representatives from the various organisations and interest groups in relation to haemophilia care”.
The Council comprises 11 members, including the Chairperson and is a forum through which members of the Irish Haemophilia Society, haemophilia treaters and healthcare administrators advise and make recommendations to the Minister for Health on all aspects of haemophilia, on its own initiative or at the request of the Minister.
Objectives of the National Haemophilia Council
To advise and make recommendations to the Minister for Health on all aspects of haemophilia, on its own initiative or at the request of the Minister, and in particular on:-
- the care and treatment of persons with haemophilia;
- protocols for treatment of haemophilia;
- health services (including counselling services) for persons with haemophilia;
- education and training of staff who provide services for persons with haemophilia;
- education and health promotion for persons with haemophilia and their families;
- the changing needs of persons with haemophilia, in order to help ensure that health services respond effectively to such changing needs;
- developments arising from research into haemophilia;
- appropriate support services for the families of persons with haemophilia.
Membership of the National Haemophilia Council
Details of Appointment
There are two vacancies on the National Haemophilia Council and successful applicants will be appointed by the Minister for Health in line with the provisions of Section 6 of the National Haemophilia Council (Establishment) Order 2004 (SI No 451 of 2004). Members are appointed by the Minister for a term not exceeding 3 years. The Council holds approximately 6 meetings annually.

The Ministerial appointments cover a cross-section of interests and backgrounds in relation to haemophilia care, including members of a registered profession with an interest in haemophilia.
There is no remuneration for acting as a member of the Council. Travel and subsistence allowances for Council Members are paid in line with Government guidelines. The Council must comply with the relevant provisions of the Code of Practice for the Governance of State Bodies.
