Social Inclusion
Responsibilities
- Policy aspects of drug treatment within the overall context of the National Drugs Strategy which is co-ordinated by the Department of Community, Equality and Gaeltacht Affairs (DCEGA) through the Office of the Minister for Drugs (OMD). The management and delivery of drug treatment services is the responsibility of the Health Service Executive (HSE). Policy formulation in relation to drug treatment in prisons is the responsibility of the Department of Justice, Equality and Law Reform.
- Health related policy in relation to equality and diversity issues.
- Health policy for vulnerable groups including: Travellers, asylum seekers; prisoners and lesbian, gay and bisexuals.
- Health related policy for homeless adults. The Department of Environment, Heritage and Local Government has lead policy resonsibility for homeless adults and the delivery of services to homeless adults is the responsibility of the HSE and the Local Authorities.
- HIV and AIDS including the National AIDS Strategy Committee (NASC).
- Sexually Transmitted Infections (STIs).
- Assisted Human Reproduction.
- Female Genital Mutilation.
- Abortion and Crisis Pregnancy.
- Health Inequalities.
- Gender-Based Violence. Liaising with Cosc, the HSE and other relevant agencies and Departments in relation to gender-based violence.
- National Women’s Strategy. Liaising with the Health Service Executive on the implementation of relevant objectives and coordinating the Department’s responses to the monitoring programme in conjunction with the Gender Equality Unit of the Department of Community, Equality and Gaeltacht Affairs.
- Co-ordination of the health aspects of the Social Partnership Programme.

All-Ireland Traveller Health Study - “Our Geels”
“Traveller Health - A National Strategy 2002-2005” includes a commitment to ‘carry out a Traveller Needs Assessment and Health Status Study to update and extend the indicators used in the last survey of Travellers’ Health Status and to inform appropriate actions required in the area of Travellers’ Health’.
In July of 2007 the All-Ireland Study of Travellers Health Status and Health Needs involving all Travellers living on the island, North and South, was launched. The Department of Health and Children, the Department of Health, Social Services and Public Safety (DHSSPS) in Northern Ireland and the Health Service Executive are funding the Study.
The purpose of the Study is to examine the health status of Travellers, to assess the impact of the health services currently being provided and to identify the factors which influence mortality and health status. The Study will take 3 years to complete. It will provide a framework for policy development and practice in relation to Travellers.
Technical Steering Group
A Technical Steering Group has been established to ensure the performance of the contract and to monitor and support the research.
