Primary Care II

Primary Care II develops policy and legislation in relation to pharmacy services and the pricing and supply of drugs and medicines under the GMS (Medical Card) Scheme and the community drugs schemes, which include the Drugs Payment Scheme and the Long Term Illness Scheme.

Responsibilities

  • Develop and review pricing and reimbursement policy for the pharmaceutical supply chain (manufacturers, wholesalers and retailers) consistent with patient safety and continuity of supply.
  • Review contractual arrangements for the provision of services by community pharmacists under the GMS and community drug schemes
  • Monitor and review legal and governance arrangements for the GMS and community drugs schemes
  • Develop a modern, accountable and efficient system of regulation of the pharmacy profession
  • Monitor Pharmaceutical Society of Ireland governance and general issues

The Pharmaceutical Society of Ireland was established under the Pharmacy Act 2007 as the pharmacy regulator to act in the interests of patient safety and public protection.
The Primary Care Reimbursement Service of the HSE makes payments to healthcare professionals, including pharmacists, for the free or reduced cost services they supply to the public. It publishes financial and statistical analysis of payments made under the GMS and other community drug schemes. It also publishes a list of items reimbursable under the GMS and Drugs Payment Scheme.
The Corporate Pharmaceutical Unit promotes best practice across the HSE in relation to the use of drugs and medical devices. Agreements between the HSE and the Pharmaceutical Manufacturers of Ireland and the Irish Pharmaceutical Healthcare Association are available to download on the unit's webpage.
