Primary Care
Functions & Responsibilities:
Primary Care develops policy and legislation to support the provision of high quality health care services in the community. These services include the development of Primary Care Teams; the pricing and supply of drugs and medicines under the GMS (Medical Card) Scheme and the community drugs schemes; and the Dental and Optical Schemes.
Key Objectives & Strategies:
- Promote, facilitate and monitor the implementation of the Primary Care Strategy.
- Develop policy and monitor service delivery of general practice, dental, optical, community audiology and chiropody services
- Contract issues relating to GPs, Dentists, Pharmacists and Opticians
- Develop and review pricing and reimbursement policy for medicines under the GMS and community drugs schemes.

The Primary Care Newsletter issued by the HSE provides monthly updates on various primary care developments that are taking place around the country.

The Primary Care Reimbursement Service (PCRS) of the HSE makes payments to pharmacists, GPs, dentists, optometrists and ophthalmologists for the free or reduced cost services they supply to the public. It publishes an annual financial and statistical analysis of payments and a list of items reimbursable under the medical card and community drug schemes.
The Corporate Pharmaceutical Unit of the HSE promotes best practice across the organisation in relation to the use of drugs and medical devices. Pharmaceutical pricing agreements between the HSE and the Association of Pharmaceutical Manufacturers of Ireland and the Irish Pharmaceutical Healthcare Association are available to download on the unit's webpage.
